As of July 1, 2026, new dog buyers in Bremen, Germany will be required to obtain a special dog license. This law has recently been passed, and heavy fines of up to €50,000 await violators.
Why is it necessary for dog owners to obtain a license?
The good news for those who already own a dog is that they do not need to retake the exam. However, those who intend to buy a dog after the specified date must first pass a theoretical test and successfully complete a practical test within a maximum of one year after bringing the dog home. There are specific conditions for exemption from this law, including for seekers, veterinarians, and guide dog owners.
This law is somewhat a continuation of legislation that has been in effect in Lower Saxony since 2013, and it has also become mandatory in North Rhine-Westphalia for dogs with a shoulder height over 40 centimeters or a weight over 20 kilograms.
How can one obtain the license?
The dog license exam consists of two parts: theoretical and practical. In the theoretical section, participants are asked various questions about dog behavior, care, and training. In the practical section, the owner must demonstrate their dog's capabilities in different situations. The costs for this exam vary by state, generally ranging from €80 to €150, and there is an option to retake the exam if one does not pass.
